Just paint and almost every photo-editor is enough to make a banner.
Or make one in Swish and push PrintScreen and paste it in a photo-editor.

Photo shop is very expensive (but also the best) a good alternative is Paint Shop Pro, which is good software and not expensive. Remeber, it's not the software that limits you, but your imagination. I've made some good designs just using Microsoft Paint...

Logos,
One of the things you need to take into consideration is whether or not you will be needing a print version of the logo (i.e., business cards, letterhead, etc.).

If you don't need a print version and just want the logo for Web display, any raster program will work, Photoshop is obviously the number 1 choice but Paintshop Pro is a very capable alternative.

If you do need a print version, you're going to need a program that will output to Vector. Paintshop Pro uses vectors but in my opinion is not the best for designing in vector. For vector graphics you could use Adobe Illustrator, or a less costly alternative is Corel Draw. There are also many other programs that do a good job with vectors but the two I mentioned are in the top 5.

For Banner, the easiest program is BannerMakerPro
you can download it at Cnet...
